Select Board:
Chairman Paul Trova, Bruce Marshall, Kathy Cormier.

Board & Public Attendees:
John Adams, Mike Frederick, Phil Daignault, Laura Galliher, Shaun Galliher, Dawn Schultz Goddard, Ed Goddard, Carol Rodman, Barb Simken, Fran Flanagan, Pete Frissell, Kimberly Trova, Raymond Bolduc.

At 7:30 PM Selectman Trova opened the Select Board’s meeting.

The Pledge of Allegiance was recited.

Select Board member Cormier had reviewed the July 22, 2009 meeting minutes and she had found that the minutes are word for word, nothing missing and nothing added. Selectman Trova made a motion to accept the July 22, 2009 meeting minutes. Selectman Marshall seconded. All were in favor. Selectman Trova made a motion to accept the August 5th, 2009 meeting minutes. Selectman Marshall seconded. All were in favor.

The Select Board has met in public to review and approve correspondence and warrants presented to them.

Old Business:

Selectman Trova wanted to follow up on some of the issues that had come up in the prior Select Board Meeting:

1. Responded to Patrick Mehr's e-mail: Selectman Trova
2. Spoke to Mass Highway about Rt. 8 frost heaves and mowing: Selectman Trova
3. Talked to Mass Highway about bridge paint: Selectman Marshall
4. Posted a blurb in the Eagle about getting a program director in the youth center: Kerri Striebel
5. Forward and follow up with Town Council regarding abatement letter: Selectman Trova
6. Sent a letter to the owners of the Home Club: Kerri Striebel
7. Forward BOH grant information to SB and Barb:Ed Goddard
8. Call County Wide mowing about Plunkett Lake Dam: Selectman Trova
9. Have Berkshire Enviro-Lab test four areas in Plunkett Lake and one in the settling pond for Calcium and pH: Carole Rodman
10. Forwarded new DPW worksheet to Pete: Kerri Striebel
11. Compile a list of questions and concerns regarding the new timesheets for discussion at the 8/19 quarterly meeting at 6:00pm: On-hold
12. Renew the 30-yr agreement with Dalton that expired in 2005: Selectman Marshall
13. Review minutes from the 7/22 SB meeting: Select Board Member Cormier
14. Follow up with contractors regarding the repairs to the Old Town Hall: Kerri Striebel
15. Changed phone numbers on the water & sewer bill template for future mailings: Fran Flanagan
16. Contacted Peru and Washington regarding the use of our Electronics recycling bin: Selectman Trova.
17. Received SOPs from Chris Campbell regarding pump maintenance and usage: Selectman Trova
18. Spoke to Kopelman & Paige about charges incurred: Selectman Trova

The floor was open for discussion.

Selectman Trova excused himself from the meeting.

Kim Trova had submitted a proposal to the Select Board for an after school program at the Old Town Hall Community Center. The Board will review the documents and respond to the proposal accordingly.

Selectman Trova re-entered the meeting.

Selectman Trova would like for Town Council to review the CBRSD Kittredge School lease proposal that had been submitted for the Boards approval.

Selectman Trova motioned to accept the Senior Tax Worksheets from FY09. Selectman Marshall seconded, all were in favor. The Board would like to forward a copy of the documents to the Assessors.

Selectman Trova had motioned to grant a one day liquor license to the Fire Department for the annual picnic on August 23, 2009 from noon-5PM. Selectman Marshall seconded, Marshall and Trova were in favor.

Ray Bolduc had met with NIMS and the Town is now eligible to receive federal money.

Barb Simken had asked the Select Board to consider accepting the waiver for the Town of Windsor for the CBRSD local contributions. The Schedule A has been accepted by the DOR and she is now working on the documents needed by the Assessors.

Carol Rodman of the Ashmere Heights Association had presented the Board with donations for the Police, Fire/Ambulance, and the Library. The Select Board had thanked Carol for the generous donations.

Fran Flanagan had mentioned that the Town of Dalton wants us to start billing for the Beechwood properties. The Select Board OK’d the request and wishes to continue applying an admin fee to each bill. Selectman Marshall motioned to add a $10.00 late fee per month for non-payment of the fees. Select Board member Cormier seconded, all were in favor. Fran had submitted an EDU listing to the Select Board and had suggested the following EDU’s be increased: Camp Romaka to 11, Camp Taconic to 15, and Camp Ashmere to 5 for usage. Selectman Trova had motioned to increase the following camps EDU’s due to usage: Camp Romaka to 11, Camp Taconic to 15, and Camp Ashmere to 5. Selectman Marshall seconded, all were in favor.

Barb Simken had mentioned that she had tried to reconcile with Fran and they were off due to late fees. The fees should go to what ever account that they are coming from and she will let Polly and Maureen know.

Mike Frederick had asked if the Board had received a copy of the Treasurers’ reconciliation that was supposed to be completed by August 15th, 2009. The Treasurer should be using the new software that was purchased over a year ago. The Select Board had replied that they have not received a copy as of yet. Mike Frederick had also mentioned that the Ashmere Dam should be functional by next spring.

Shaun Galliher had mentioned that he is still waiting for answers from the Police Chief with regards to the meeting that we had with him. Selectman Trova had mentioned that he had left a copy of what the Board had received from the Chief for Shaun. Selectman Trova added that he thinks that the Chief is still on vacation.


Having no further business, the meeting adjourned at 8:45 pm.
