Select Board:
Chairman Paul Trova, Bruce Marshall, Kathy Cormier.
Board & Public Attendees:
John Adams, Larry Turner, Deb Cotter, Mike Frederick, Pete Frissell.
At 7:30 PM Selectman Trova opened the Select Board’s meeting.
The Pledge of Allegiance was recited.
Selectman Marshall made a motion to accept the prior meeting minutes. Board Member Cormier seconded. All were in favor.
The Select Board has met in public to review and approve correspondence and warrants presented to them.
Old Business:
Selectman Trova wanted to follow up on some of the issues that had come up in the prior Select Board Meeting:
• Paul to talk with Pete Gallant about advertising the town garage project (Paul)
• Set guidelines/user fees for use of the OTHCC (Kathy/OTHCCC)
• Address missing sign near bridge on Old Windsor Road (Pete G.)
• Request users to submit receipts when they return the town's credit card (Kathy)
• File Notice of Intent to clean out silt at the 2nd culvert at the south side of Ashmere (Paul)
5A. Ask Pete for copies of the construction plans that show Ashmere Lake when Rt. 143 was re-built (Paul)
• Contact Chris Greenman and the ZBA and ask for a continuance of the 10/26 meeting to allow time for the SB to get more familiar with the BTM's plan for a bus stop. (Paul)
The floor was open for discussion.
The Select Board held interviews for the Treasurers position. The Select Board had decided to appoint Deb Cotter as the new Treasurer for the Town of Hinsdale effective last Wednesday night. Deb had submitted some documents to the Board with regards to the law changes pertaining to security breaches and data disposal.
Selectman Marshall motioned to change the Select Board meeting time to 7 PM with the open session starting at 6:30 PM. Select Board Member Cormier seconded, all were in favor.
Selectman Trova had mentioned that the Liquor License renewals for 2010 have been sent to local businesses, Thanks Kerri.
The Select Board had received a letter from the Berkshire Taconic group asking if they would like to be a part of the neighbor to neighbor program. Select Board Member Cormier will talk to the Berkshire Taconic group about the program.
The Select Board had reminded everyone that Trick or Treat will be held on 10/31/09 from 5:30 PM-7 PM.
Selectman Marshall had mentioned that he had figured out the cemetery issue and he will update Ed Goddard accordingly.
The Select Board would like to have the Volunteer Program Director position put in the worth noting section of the Berkshire Eagle. Select Board Member Cormier will act as the interim program director for the building until someone else becomes available. Larry Turner had suggested that a set a rules/guidelines be established for outside building usage.
Barb had asked how she should handle the fees and interest on the town credit card. The Select Board OK’d Barb to pay for the current fees and interest on the account out of their expense account. Going forward, anyone using the Town credit card will need to submit their receipts to the accountant with an additional copy given to Kathy.
Larry Turner was concerned with the Ashmere Lake draw down and the effects that it will have on them leaving us a dry hydrant. The current one is silted in really bad would it be possible to remove some of the silt while the water level is down. The Select Board would like to get a copy of the box culvert plans for Route 143 from Pete Gallant. Selectman Trova had asked Mike Frederick for assistance with silt removal. Mike advised Selectman Trova to file the correct form with DCR for the project.
Pete Frissell had mentioned that he had received a certified letter from the Board of Appeals about a bus stop shelter that will be put on the Post Office lawn between the driveway and the bridge. He is concerned about the bus stopping on the bridge and the possible traffic hazard. Pete wanted to know if the Board was aware of it. Selectman Marshall had knowledge of it because it was brought up in a Selectman’s Meeting around 4-5 years ago. Laura and Pete were part of the downtown project and put a tree there for a reason. The Select Board asked if they considered using the gazebo as a bus stop instead. The Board would like to find out more about this before they decide to support or oppose this. Laura Galliher added that there are not any plans on file with the Town Clerk’s Office for this. Selectman Trova would like to talk to the project representative about this at the next Select Board meeting.
Having no further business, the meeting adjourned at 8:42 pm.
