Select Board:
Chairman Paul Trova, Bruce Marshall, Kathy Cormier.
Board & Public Attendees:
John Adams, Larry Turner, Wayne Walton, Chris Greenman, Russ parks, Phil Daignault, Pete Frissell, Richard Scialabba.
At 7:00 PM Selectman Trova opened the Select Board’s meeting.
The Pledge of Allegiance was recited.
Selectman Marshall made a motion to accept the prior meeting minutes. Board Member Cormier seconded. All were in favor.
The Select Board has met in public to review and approve correspondence and warrants presented to them.
Old Business:
Selectman Trova wanted to follow up on some of the issues that had come up in the prior Select Board Meeting:
1. Paul to talk with Pete Gallant about advertising the town garage project (Paul)
2. Set guidelines/user fees for use of the OTHCC (Kathy/OTHCCC)
3. Address missing sign near bridge on Old Windsor Road (Pete G.)
4. Request users to submit receipts when they return the town's credit card (Kathy)
5. File Notice of Intent to clean out silt at the 2nd culvert at the south side of Ashmere (Paul)
5A. Ask Pete for copies of the construction plans that show Ashmere Lake when Rt. 143 was re-built (Paul)
6. Contact Chris Greenman and the ZBA and ask for a continuance of the 10/26 meeting to allow time for the SB to get more familiar with the BTM's plan for a bus stop. (Paul)
The floor was open for discussion.
Selectman Trova submitted a Key to the Town to Wayne Walton, the following speech was read:
On behalf of the Town of Hinsdale, we would like to present to you the highest honor a town can bestow on an individual – the key to the town.
An ornamental key is presented to esteemed visitors, residents, or others the town wishes to honor.
Evoking medieval walled cities whose gates were guarded during the day and locked at night, the key symbolizes the freedom of the recipient to enter and leave the city at will as a trusted friend of city residents.
Your many generous donations to the Town are greatly appreciated and have given the town a sense of pride.
On behalf of the Town of Hinsdale Select Board we would like to thank you for all that you do and have done.
Selectman Marshall had mentioned to Chris Greenman that the BRTA approached him, he did not approach the BRTA about the bus shelter. Chris had stated that it is not our intention to put a bus shelter where it’s not wanted. Chris submitted a number of pictures of proposed locations for the shelter to the Board. The Board agreed that the best site for the shelter would be off to the left of the gazebo near the large rocks. Chris will submit an amended permit to the ZBA with the new location noted.
Selectman Trova had mentioned that the Board had received a letter from Camp Romaca asking for the replacement of their pumps. The Select Board wishes to wait until next spring to start the work on this. They are looking for a sewage pump not a grinder pump.
The Select Board thanked Pete Frissell and his family for the kind donation of $750.00 to the Hinsdale Cemetery Committee.
Selectman Trova had spoken to Paul Deloria about the possibility of Hydro electric power from Belmont Reservoir. Hinsdale will see money from this venture. Selectman Trova would also like to look into grants for the solar heating of Town Hall. Selectman Trova had also mentioned that he has received a complaint about Taylor Street around 3PM. People are parking on both sides of the street waiting for their children to get out of school making the road impassable. Selectman Marshall will give Chief Powell a call about it. The Select Board would also like Pete to put up no parking signs on one side of the road.
Select Board Member Cormier had stated that the Board had received a letter from the Berkshire Taconic Group for the Neighbor to Neighbor challenge. For every dollar raised money will come back to the Towns people who are in need. We need to raise $2000.00 by December 21st, 2009. If we raise the $2000.00, we could receive around $14,000.00 from the Berkshire Taconic group.
Dawn Frissell had mentioned to the Select Board that she will distribute a packet to all Town elected, appointed, and volunteer’s from the State Ethics Commission. A test will need to be taken before April 4, 2010. They are to first read and sign the acknowledgement form and return it to me. After the test has been taken, they will need to print off the certificate and get it to the Town Clerks Office also.
Larry Turner had formally approached the Board about possibly getting the DPW’s old Ford F550 to use as a brush truck if the Fire Department doesn’t get the grant that they had applied for. The Select Board will check with Pete to make sure that he doesn’t have any plans for it and if not they are welcome to it.
Having no further business, the meeting adjourned at 7:40 pm.
